An analysis of public policy in the field of education covers various levels - pre-school, primary, secondary and vocational education. This area also includes areas for continuing education and non-formal learning. The interest of BGI team includes analysing and researching the effectiveness of public policy initiatives, institutional structure, and performance analysis of identified education areas. In the field of culture, BGI seeks to adapt the accumulated knowledge and methods that can help public entities to invest adequately and effectively in the preservation of cultural heritage and the network of cultural services. Interim Evaluation of the Priorities of 2007-2013 Operational Programmes Administered by the Ministry of Education and Science of the Republic of Lithuania and Corresponding Implementation Programmes of the Ministry
The assessment was carried out at the request of the Ministry of Education and Science of the Republic of Lithuania.
 
An interim evaluation of measures and their implementing programs financed by the EU Structural Funds and administered by the Ministry of Education and Science of the Republic of Lithuania, was carried out in regards to  relevance, efficiency and compatibility. During the evaluation, the primary focus was on programs and projects co-financed by the R & D and Innovation system. The recommendations for improving the quality, efficiency and consistency of the use of EU funds for education and science are presented.
Study on the Development Opportunities of Culture in the City of Kaunas

The studio was carried out at the request of the Kaunas City Municipality Administration.

 
Using the analysis of primary and secondary sources, analysis of statistical data, other methods of data collection and analysis, as well as public discussions, Kaunas city cultural sector and cultural institutions were analysed and the plan on how to improve  the cultural sector in the upcoming  10 years was offered
Ex-post Evaluation of 2007-2013 Cohesion Policy. WP: Culture and Tourism
The study was carried out at the request of the Directorate-General for Regional Policy and Urban Policy of the European Commission (DG REGIO). In the team led by foreign partners CSIL Milan, BGI Consulting carried out the role of experts from the Baltic States.
 
The study of product and result indicators helped to evaluate the effectiveness of public policy programs and interventions co-financed by the ERDF and SF as well as contribution to the creation of growth and jobs in the fields of culture and tourism.
Research on Cultural and Creative Services in Municipal Cultural Institutions. Determining the Criteria for the Assessment of Public Cultural Institutions’ Performance
The research was carried out at the request of the Ministry of Culture of the Republic of Lithuania.
 
After analysing the network of cultural institutions, funding and key performance indicators, , recommendations on how to  improve the quality of service of municipal institutions were made.
 
Analysis of  the practice of quality evaluation services of Lithuanian and foreign cultural institutions, during the study of Determining the Criteria for the Assessment of Public Cultural Institutions’ Performance, has helped to create the criteria for evaluating institutions established in most municipalities: cultural centers, public libraries and the museum.
Research on IT-related Needs of Lithuanian Educational Staff
The study was carried out at the request of the Education Information Technology Center.
 
In carrying out large-scale surveys, focused groups and other research methods, the IR-related needs of Lithuanian education workers and the competences required for this activity were analysed.
 
After analysing the experience of necessary portals, which provide electronic services in Lithuania and abroad and after evaluating the possible links between the information systems of the websites, the Education Portal Development Implementation Model was formed.
