International Cooperation and Assistance

In the field of international cooperation and support, the BGI team is interested in and appreciates initiatives and programs supported by non-EU funding mechanisms. The field of international co-operation includes not only programs funded by foreign donors in Lithuania, but also multilateral initiatives aimed at territorial cooperation between the border and neighborhood initiatives with adjoining third countries. Below are some examples of BGI team in this area.


Examples

Evaluation of the Implementation of 2009-2014 European Economic Area’s and Norway’s Financial Mechanisms
The evaluation was carried out at the request of the Ministry of Finance of the Republic of Lithuania.
 
During the evaluation of the 12 Financial Mechanism programs, the relevance, coherence, effectiveness and sufficiency of the interventions, the effectiveness of the Financial Mechanisms administration system wereanalysed in the context of the impact of bilateral relations in Financial Mechanisms.
 
The evaluation uses methods such as analysis of documents, secondary sources and monitoring data, expert and theory-based assessment, 7 questionnaires for respondent groups, and semi-structured interviews with representatives of Financial Mechanism Management and Control Systems.

Preparation of the 2014-2020 European Neighbourhood Instrument’s for Cross-border Cooperation of Latvia, Lithuania and Belarus Programme document
The program has been prepared at the request of the Joint Technical Secretariat.
 
The European Neighborhood Instrument's for Cross-border Cooperation of Latvia-Lithuania-Belarus Programme seeks to foster close EU relations with neighboring countries, while building a collaborative space of prosperity and good neighborliness.
 
BGI Consulting provided advice to the Programming Working Groups preparing the 2014-2020 European Neighbourhood Instrument’s for Cross-border Cooperation of Latvia, Lithuania and Belarus Programme document. The socio-economic analysis of the program’s areas was carried out, relevant strategic documents were analysed, a survey of government representatives was executed, program monitoring indicators were formulated and program documents were prepared.

Preparation of the European Territorial Cooperation’s objective 2014-2020 Lithuania-Poland Cross-border Cooperation Programme Document
The program has been prepared at the request of the Joint Technical Secretariat.
 
The European Territorial Cooperation’s objective Lithuania-Poland Cross-border Cooperation Programme aims to reduce disparities between EU regions, strengthen cohesion and promote optimal economic development.
 
BGI Consulting provided advice to the Working Groups preparing the European Territorial Cooperation’s objective 2014-2020 Lithuania-Poland Cross-border Cooperation Programme Document. The socio-economic analysis of the program areas was carried out, relevant strategic documents were analysed, a survey of representatives of Lithuania and Poland was executed, indicators of program monitoring were developed and program documents were prepared.

Evaluation of the Impact of 2004-2009 European Economic Area’s and Norway’s Financial Mechanisms Support
The study was carried out by the request of the Ministry of Finance of the Republic of Lithuania.
 
According to the analysis of the Financial Mechanism planning and implementation documents, project implementation reports, project executors’ surveys, previous studies and evaluations, statistical data and interviews with management and implementation representatives, the impact of financial mechanisms  as well as the relevance and effectiveness of interventions were assessed.
