BGI Consulting has conducted an update of the ex-ante evaluation of the Energy Efficiency Assessment for the implementation of the financial instruments

At the request of the Ministry of Finance of the Republic of Lithuania, BGI Consulting carried out an update of the Energy Efficiency Ex-ante Assessment for the implementation of the financial instruments between July 2022 and January 2023.
 
The purpose of this ex-ante assessment of planned financial measures in the field of energy efficiency is to update the energy efficiency ex-ante assessment for renovation projects in multi-residential buildings, public central government and municipal buildings, reviewing and assessing investment performance, need and demand up to 2030, financing options, modalities, price developments, lack of market coverage. Given that some of the appropriation managers are planning to continue the FMs launched during the 2014-2020 programming period for the 2021-2027 programming period, the assessment includes the identification of the market gap, the opportunities for FMs coverage and the investment strategy in the following areas of energy efficiency and renewable development: modernisation of residential buildings, modernisation of public buildings of central government, modernisation of public buildings of municipalities, modernisation of street lighting.
 
The evaluation has provided consultations, an updated ex-ante Energy consumption efficiency ex-ante assessment, a report, and a structured compilation of the data used to draw the ex-ante conclusions by area.
The analysis of strategic documents and secondary sources included previous evaluations of the 2014-2020 EU investment programming period, previous ex ante evaluations of financial instruments, the legal framework and other publicly available information sources.
