At the request of the Ministry of Energy of the Republic of Lithuania, BGI Consulting updated the macroeconomic, skills and social impact assessment of the measures of the National Energy and Climate Action Plan of the Republic of Lithuania 2021-2030 in May-August 2023.

Lithuania's Integrated National Energy and Climate Action Plan (NECAP) is prepared in accordance with the requirements of Article 3 of the EU Energy Union Governance Regulation. The NECAP sets out policies and measures in different sectors of the economy, based on the 5 aspects of the Energy Union Strategy. In doing so, Lithuania commits to contribute to the EU's 2030 climate and energy targets and the long-term goals of the Paris Agreement.

To achieve the planned policy objectives and indicators set out in the NECAP, it is expected to mobilise around €11,769 million of public (EU and national) and private funding for infrastructure and human resources, for research and experimental development (R&D) activities and for covering running costs and other interventions. The planned measures of the NECAP have been grouped into key public policy areas (sectors): transport, industry, agriculture, land use, land use change and forestry, waste, renewable energy, energy efficiency, internal market, energy security, R&D.

For the purpose of assessing the macroeconomic impact of public interventions, BGI Consulting's experts used the HERMIN macroeconomic model, one of the three best known models in Europe (alongside QUEST and ECOMOD).
