May - December, 2022, BGI Consulting carried out the Impact evaluation of the Operational Programme of the European Union Funds’ Investments in 2014–2020 Priority Axis 10 “Society-oriented smart public administration”. The evaluation was commissioned by the Ministry of Interior of the Republic of Lithuania.

 

The aim of the evaluation – to determine the impact of the Operational Programme of the European Union Funds’ Investments in 2014–2020 (OP) Priority Axis 10 “Society-oriented smart public administration” investments on public administration and society.

 

The scope of the evaluation – 5 specific objectives of OP’s Priority Axis 10 and 12 measures were dedicated to achieving them, the interventions of which are directed at the improvement of separate public administration elements: 1) Strengthening result-orientation of governance, 2) Increasing transparency and openness of the public administration processes, 3) Improving the quality of services and making them more customer-oriented, 4) Improving the business regulation environment, 5) Improving management of human resources in the public service.

 

The main methods used in this study included analysis of documents, secondary sources, statistics and monitoring data, publicly available information, theory-based assessment, questionnaire surveys, semi-structured interviews, case studies, intervention logic analysis, statistical analysis, meta-analysis, expert assessment.
