January – May, 2022, BGI Consulting provided consulting services in the pilot areas of the analysis of rules and methods for calculating the need for funds for continuing operations of the State budget. The Study was commissioned by the Central Project Management Agency (CPMA), together with the Ministry of Finance of the Republic of Lithuania.
 
The improvement of budget expenditure management, tools are necessary for the calculation of continuous activity funds, which would be used to calculate the amount of funds required for the implementation of continuous activity measures, depending on the changes in the environment, macroeconomic, demographic and other factors that influence them.
 
The experts of BGI Consulting, together with CPMA and the Ministry of Finance of the Republic of Lithuania, examined the funds provided for the implementation of continuous activity measures in the 2022-2024 budget programs of the state budget allocation managers (continuing activity funds) and their detailed planning principles and methods, assessed their suitability in order to optimally plan the need for budget funds , presented recommendations on the creation and application of a common set of standardized tools for calculating continuing operations funds in the planning process of continuing operations funds. During the research, a feasibility analysis of the application of unit rates in planning costs at the level of estimates and case studies of the experience of foreign countries (Australia, Kosovo) were also carried out.
