The Evaluation of Lithuania, Poland and Kaliningrad Region of Russian Federation Neighbourhood Programme 2004-2006 is completed

BGI Consulting has completed The Evaluation of Lithuania, Poland and Kaliningrad Region of Russian Federation Neighbourhood Programme 2004-2006. The evaluated Programme was financed by Interreg, Tacis and joint financing funds.

Areas eligible for participation in the Neighbourhood Programme were the NUTS III administrative level regions: Pomorskie Region (covering Słupski, Gdański and Gdańsk-Gdynia-Sopot subregions), Warmińsko-Mazurskie Region (covering Elbląski, Olsztyński and Ełcki subregions), and Podlaskie Region (covering Białostocko-suwalski and Łomżyński subregions) in Poland; Klaipėda, Tauragė, Alytus and Marijampolė counties in Lithuania; Kaliningrad Region (Russian Federation).

The evaluation of the Programme was implemented according to relevance, efficiency, effectiveness and impact criteria.

The impact of Neighbourhood Programme on the macroeconomic indicators of the regions is relatively low due to a small scale of investments of the Programme. The main impact of the Programme achieved in the shot run is stronger cross-border cooperation. This corresponds to the main objective of the EU Neighbourhood Initiative and builds basis for greater impact in the future.
