BGI Consulting completed evaluation of the effectiveness of the planning and implementation system of the regional projects. The term “evaluation of the effectiveness of the system” is understood as the evaluation of such elements as relevance of the administrative system, legal regulation of the system and other aspects affecting the effectiveness of the system. In order to answer the evaluation question in a greater precision, the process of planning and implementation of the regional projects was divided into phases and the analysis of these phases is the main analytical part of the evaluation report:
-The planning of the regional measures and allocation of the financial resources
-The preparation and approval of the documents of a call for proposals
-The provision of preliminary project proposals and their screening by the secretariats of the regional development council
-The planning of regional projects and selection carried out by the regional development council
-The preparation and provision of the applications for the Implementing Agency
-The evaluation of the applications by the Implementing Agency, the signing of assistance contract and the implementation of the project
The experience of the planning and implementation system of the other EU member states Estonia, Czech Republic and Hungary were analyzed.
Conclusions and recommendations of the evaluation focus on various dimensions and elements of the system to be improved and proposals laying grounds for higher effectiveness of the planning and implementation system of the regional projects’ in the period 2007-2013.
BGI Consulting together with the Ministry of Interior presented the results of the evaluation for the actors of the planning and implementation system of the regional projects during conference on 11 of February, 2010.
The contracting authority of the evaluation services was the Ministry of the Interior.
