The Interim evaluation of operational programs and national programs administered by Ministry of Education and Science of Lithuania

BGI Consulting has carried out the Interim evaluation of operational programs and national programs administered by Ministry of Education and Science of Lithuania. The evaluation incorporated institutionalised methodology for evaluation of EU support primarily based on relevance and effectiveness criteria. The aim of the evaluation was to revise relevance of the 2007-2013 OPs measures to meet the needs of education and research system, to observe planning and implementation process in order to improve quality of the EU interventions, to analyse the commitments and payments following N+3 rule.

The evaluation was grounded on broad application of partnership principle. Various partners – education and science system civil servants, EU cohesion policy management and implementation system participants, project beneficiaries, social and economic partners - were involved into evaluation process.

The final report contains long list of detailed recommendations of a strategic and operational nature. Recommendations provided are dedicated to improve planning and implementation process with respect to the strategic goals of the country and the specific needs of the target groups. The evaluators have recommended the remedial actions regarding to the concept of the particular measures as well. Some recommendations have paved the way for the new programming period 2014-2020.
