Impact evaluation of the assistance from the European Economic Area and Norwegian financial mechanisms

The Ministry of Finance of the Republic of Lithuania has commissioned BGI Consulting to prepare impact evaluation of the assistance from the European Economic Area (EEA) and Norwegian financial mechanisms. Total amount of assistance granted from the Kingdom of Norway, the Republic of Island and the Principality of Liechtenstein, in implementation of the EEA and Norwegian Financial Mechanisms 2004-2009 in Lithuania, made up EUR 67.3 million.

The purpose of the evaluation was to evaluate the impact of the assistance from the EEA and Norwegian Financial Mechanisms 2004 – 2009 on Lithuania in general and on individual areas. The main attention was given to the areas that were granted the largest amounts of assistance (health and childcare, conservation of the European cultural heritage) and the Cooperation fund. Different information sources and evaluation methods were used.  Analysis of the planning and implementation documents of the Financial Mechanisms, projects implementation reports, other studies and evaluations, official statistics and interviews with the members of management and implementation system were used.
