Evaluation of EU investments into the road sector in Lithuania

In recent years the road sector in Lithuania was supported by EU financial assistance: ISPA, later on Cohesion fund and ERPF. During the financial framework 2007-2013, Lithuania invests into the road sector more than 2,6 billion litas of EU funds and almost 0,5 billion litas of national funds.

Ministry of Transport and Communications has commissioned BGI Consulting to perform an evaluation of investments into the road sector in the financial framework 2007-2013. The evaluation is based on the following criteria:

• Relevance. It is evaluated whether the aims, objectives and supported activities are relevant. Also project selection procedures are in focus. 
• Effectiveness. The achievement of output and result indicators is evaluated. 
• Efficiency. It is evaluated whether the objectives have been achieved at the lowest cost
• Impact. Impact on the society and economy is evaluated. Also the horizontal priorities  are in focus.

Also the other questions in relation are analysed. Great attention is paid to the implementation of road investment in other EU countries.
