Evaluation of online public services in 2012

BGI Consulting has implemented the evaluation of provision and use of online public services and the assessment of the basic online public and administrative services.
During the process of assessment of provision and use of online public services, the representative survey of Lithuanian population was carried out in the second and fourth quarters of 2012. During the survey the share of users of public institutions’ internet portals was defined, the most relevant online services for citizens and their quality were identified as well. Comparing the tendencies of 2011 and 2012, the share of users of public institutions’ internet portals has increased. The citizens increasingly indicate that the main reason for using public institutions’ internet portal is to receive services online. Furthermore, the usage of the majority online services has increased. The quality of 6 services was assessed as relatively lower than the previous year. More citizens than 2011 are using online services in the e-government gateway portal and the services related to Lithuanian cultural Heritage.
During the monitoring of maturity level of basic public and administrative services main indicators such as online sophistication of all public and administrative services, online sophistication of services for citizens and business separately and other related indicators were defined. Comparing the results of 2012 with the previous year, the online sophistication of the public and administrative services has increased as 3 services are provided in higher maturity level than in 2011. Both the online sophistication of citizen services and business services has increased. The online sophistication of citizen services still remains lower the online sophistication of business services as all except one business services are fully provided online.
