Ex-ante evaluation of operational programme for the fisheries sector

BGI Consulting is performing ex-ante evaluation Operational Programme for the Lithuanian Fisheries Sector for the period of 2014-2020. The evaluation has 3 main objectives:
• The assessment of the SWOT analysis and identified needs of the sector;
• The assessment of the strategy‘s intervention logic, financial allocations and monitoring system indicators;
• The assessment of the implementation and control mechanism.
The evaluation is aimed to ensure that the programme is justified, proposed objectives, priorities and measures are appropriate and matching the needs of the sector and financial allocations are balanced. The recommendations provided will improve the design and implementation of the sector’s programme.
The contracting authority is the Ministry of Agriculture.
