BGI Consulting carried out a study “Analysis of the Demand for Public Transport and the Compatibility of Long-Distance Bus and Intercity Train Routes”.

In Lithuania the routes of intercity and suburban public passenger transport are planned by different institutions responsible for different modes of transport. The latter lack common route planning and timetable coordination mechanism. As a result, the system of intercity and suburban public passenger transport is not treated as a whole and, thus, cases of duplicating routes of different modes of transport can be observed.

The primary objective of the study was to develop measures enabling the creation of economically efficient and sustainable public passenger transport system, by analysing the demand for passenger movement in the territory of the Republic of Lithuania and its conformity with the routes determined by public passenger transport timetables. The final result of the study - a plan for the creation of sustainable, financially viable, competitive and mutually compatible public passenger transport system.

While performing a study, different research methods were applied, including analysis of documents and secondary sources, statistical data analysis, GIS analysis, multi-criteria analysis, survey of carriers, interview with responsible institutions and expert evaluation. As a result of the research conducted, present passenger movement, existing legal regulations for scheduling, financial losses and duplication of public passenger transport, etc. have been assessed. On the basis of the findings from the research, a conception for creation of economically efficient public passenger transport system has been developed.

On September, 2016 the results of the study were presented to the stakeholders and are provided in the report.

The study was commissioned by the Ministry of Transport and Communications of the Republic of Lithuania.
