During research of labour market, social inclusion and equal opportunities  and other ongoing  issues , relevant to society, are examined as they are closely related to the promotion of employment and the practical implementation of social policy and equal opportunities. The BGI team has carried out a number of applied policy analysis and evaluation work in this area. Below are some examples.


Examples

Evaluation of Gender Equality Trainings and Proactive Actions
The assessment was carried out at the request of the Ministry of Social Security and Labour of the Republic of Lithuania.
 
During the evaluation, the scope and effectiveness of the selected gender equality model at the level of several ESF instruments was assessed and the quality, effectiveness and impact of gender equality measures was estimated.
 
Having analysed the experiences of foreign countries in integrating activities on gender equality into measures and projects funded by the EU Structural Funds, recommendations were made for improving the model for promotion of gender equality in the period 2014-2020.
Evaluation of 2011-2013 European Fund for the Integration of Third-country Nationals and the European Refugee Fund
The assessment was carried out at the request of the Ministry of Social Security and Labour of the Republic of Lithuania.
 
The study covered  EIF's and the ERF's annual program interventions in the period 2011-2013, examined their effectiveness, efficiency, impact and its sustainability.
 
In the context of the EIF, the impact of the Fund's actions on admitting third-country nationals and their integrationand on the management of diversity in the country was assessed. In the context of the ERF, the impact of actions supported by the Fund on the acceptance conditions for the asylum seekers, asylum procedures and the international protection in the national community was assessed.
Evalution of the Impact of EU Structural Assistance on Human Resource Development
The evaluation was carried out at the request of the Ministry of Finance of the Republic of Lithuania.
 
The methods of literature  analysis, data grouping and typology, interviews, focused group discussions and methods of analysis of foreign experience and best practices were used to assess the suitability, effectiveness, adequacy, impact and sustainability of measures for 2007-2013 operational programs, which contributed to the development of human resources.
 
With the help of the HERLIT macroeconometric modeling tool,  the impact of investments on the national economy was evaluated . Also,the impact of these measures on the four areas of human resource development – education, R & D, labour market and public administration – was identified.
 
The results of this projects were presented at the 11th International Assessment Conference "Results, Challenges and Solutions" organized by the Polish Ministry of Infrastructure and Development, the Polish Business Development Agency and the Polish Evaluation Society in Krakow in 2015.
Ex-post Evaluation of Provision of Residential Space for Returning Exiles Programme
The assessment was made at the request of the Council of Europe Development Bank.
 
The evaluation assessed the suitability, effectiveness, efficiency and sustainability of the Council of Europe Development Bank’s loan-funded housing and intergovernmental services initiatives for Returning Exiles and political prisoners.
Research on Community Organisations’ Activities and Opportunities
The assessment was carried out at the request of the Ministry of Social Security and Labour of the Republic of Lithuania.
 
A qualitative survey of individual community organizations and a quantitative survey of 300 organizations identified the number, prevalence, and activity of community organizations operating in Lithuania. Taking into account the ongoing activities of community-based organizations, it proposes key mechanisms to strengthen community initiatives and the role of multifaceted regional development.
Mapping Study of Demand of Specialists and Competences
The study was made at the request of the Ministry of Education and Science of the Republic of Lithuania.
 
Having analysed the prospective studies of the labour market and education system carried out in 2006-2010, recommendations for how to create a coherent and institutionalized system for preparing the map of the needs of specialists and competences were presented.
Development of a Medium-term Forecasting Methodology for Demand of Competences in Lithuanian Labour Market and Forecasting the Demand of Competences in Different Sectors of Economy
Based on the econometric model, Medium-term Forecasting Methodology for Demand of Competences in Lithuanian Labour Market methodology was developed. After economic analysis of 28 sectors of economy, forecasts of needs of professional qualifications were prepared.
 
Having assessed the functions and the legal environment of the forecasting system, the recommendations for the institutional framework have been prepared.
 
This was the first systematic forecast of the qualification’s needs for  the Lithuanian labour market. In order to ensure the quality of the methodology developed, the methodologies and models for predicting Sweden, Holland and Finland, which have many years of experience, have been based.
