R&D and Innovations

The field of research and development (R & D) and innovation covers the public, academic and private sectors. In each of these sectors, R&D and innovation activities are conducted, the results of which not only provide fundamental knowledge, applied solutions or prototype products, but are a major driver of the development of society and the engine of economic competitiveness. The role of public policy in the field of R & D and innovation is particularly significant and involves various interventions, from R&D funding in the public sector or universities to innovation in eco-systems or patent regulation. Below are some examples of BGI team in this area.

Evaluation Study of the Cooperation of the Republic of Lithuania and the Swiss Confederation in the Field of Scientific Research and Development
The assessment was carried out at the request of the Ministry of Education and Science of the Republic of Lithuania.
 
The main objective of the evaluation study is to analyse and evaluate the cooperation between the Republic of Lithuania (Lithuania) and the Swiss Confederation (Switzerland) in the field of research and experimental development (R & D).
 
After analysing all the evaluation criteria and summarizing all the information gathered during the evaluation, proposals were made for further development of cooperation between Lithuania and Switzerland in the field of R&D and innovation, the areas of interest of the Lithuanian state science and study system in scientific or other activities for co-operation with Switzerland were identified, possible areas of the future priority cooperation between the Lithuanian- Switzerland Cooperation Program and the form of it was highlighted, good practice was generalized and the aspects of implementation that should be considered in the future for similar types of programs were highlighted
Evaluation of Lithuania’s Efficient Participation in European Research Area: a Study on the Potential and Promotion Measures of the Private Sector’s Investments in R&D in Lithuania
The assessment was carried out at the request of the Ministry of Foreign Affairs of the Republic of Lithuania.
 
After analysing the influence of the economic structure and investment conditions on the backwardness of Lithuania from the average EU-27 private sector’s investment in R & D and the analysis of foreign experience, the projections in private sector investments in R & D  in Lithuania up to 2020 were made, Also, proposals for promoting private sector’s investment in Lithuania were developed and an assessment was made regarding public sector investments in R & D.

Interim Evaluation of the Priorities of 2007-2013 Operational Programmes Administered by the Ministry of Education and Science of the Republic of Lithuania and Corresponding Implementation Programmes of the Ministry
The assessment was carried out at the request of the Ministry of Education and Science of the Republic of Lithuania.
 
An interim evaluation of measures and their implementing programs financed by the EU Structural Funds and administered by the Ministry of Education and Science of the Republic of Lithuania, was carried out according to criteria of relevance, efficiency and compatibility. During the evaluation, the focus was on programs and projects co-financed by the R&D and Innovation system. The recommendations for improving the quality, efficiency and consistency of the use of EU funds for education and science were presented.
